These reports were authored by graduate students at the University of California, Berkeley, in partnership with the California Initiative for Technology and Democracy (CITED), a project of California Common Cause.

Provenance Policymaking for a Robust Digital Democracy, written by Jessica Olney, examines how AI-generated content threatens information integrity and outlines state-level policy solutions to strengthen transparency and public trust.

Designing AI Policy for Democracy in California, authored by Henry Ayala Abril, draws lessons from European AI governance frameworks to inform California’s approach to protecting elections and democratic institutions.

Together, these papers reflect CITED’s commitment to evidence-based policymaking and to elevating the work of emerging scholars whose research helps chart a responsible, democracy-centered path for AI governance.
